The project PLIQ (Planning Education for Iraq) started for the first time in August 2009. It is based on an academic cooperation between the German and the Iraqi government from February 2009. The project is part of the DAAD funded program "Strategic Academic Partnership with Iraq".

The Faculty of Spatial Planning at TU Dortmund University was commissioned to develop teaching content as well as research concepts from the field of spatial planning and to implement them in Iraqi universities. Since 2014, the project has been based at the Chair of LLP (Project Coordinator: Dr. Hasan Sinemillioglu; Project Manager: Univ.-Prof. Dr. Dietwald Gruehn).

With the expertise developed over decades, the Iraqi universities in Baghdad, Diyala, Dohuk and Mosul were supported in setting up a study program in spatial planning. The bachelor program "Urban and Regional Planning" was developed in the first phase (2009 - 2011) and introduced in the universities.

The special feature of the bachelor program is that its structure is strongly oriented towards the Dortmund model of spatial planning. In addition to seminars and lectures, in which the basics of theory and methodology are taught, another focus is on practical-oriented services, such as workshops and projects. Communication is very intensive and visits to the region take place regularly to ensure an exchange of expertise. In 2017, the first students at Dohuk University were able to celebrate their successful graduation in the Bachelor's degree program , "Urban and Regional Planning".
